Funny Construction Sign

I took this photo on the way to bay area in funabashi.
I have already posted construction sign in Japan on this blog.
But I think this character is most funny.
And I think those are getting to be similar to "Manga" character.
What do you think of him?

These signs are on the fence of construction site.
I think you can see the meaning of those signs.
Above two sings means "No enter".
Below two sings means "I'm sorry for annoying you".
Those characters are manga-tic and interesting.
